This has always been the case with King, new levels are first created for PC platform and once they are completed they are released whilst they work on the levels for the other platforms (which by the way requires an enormous amount of work and time!)
So personally, I wouldn't say it's because they suck Sara, I would say it's because they would rather not keep people waiting any longer than they have too to play new levels, otherwise they would wait until the new levels are ready for each of the platforms and release them at the same time, which in the end would mean the we would have to wait longer.
