Unable to give lives - also not receiving any more

I have 61 friends. I just asked all of them again for a life. Let’s see what happens. Normally I receive much more lives than I do lately.
And still I am unable to give lives to friends before beginning a level or right after ending one. Is that a fault or functionallity that is gone?

The reason for the missing level rankings is up in the air at the moment @Fieldheaven, but personally I believe it is a change that has been made by King.

61 isn't that many really and nor is my 94. I have seen some people say they have hundreds of friends in their game.
When we have few friends in our lists they can easily become less useful. Different time zones can make a difference, as well as people giving up the game.
One thing I have noticed is the number of people saying that they refuse to send lives anymore due to the introduction of the life limit. With a small number of friends it is easier to get caught up in that backlash. To be honest I can't understand why people would do that because people that don't send lives will end up not receiving lives.
If you can I highly recommend you add more friends.
