Some of the levels in youtube videos are from old versions of the levels and the number of moves have been changed. See https://candycrush.fandom.com/wiki/ and click on the levels and past versions to tell you what the move quota is vs. was. There are ways of getting extra moves eg. Playing on King.com will allow you to send moves to other players, some levels have candies with extra moves in them, completing the 3rd stage of build a bot will give you 3 extra moves and If you are lucky on the spinning wheel after you are down to 0 you can get either 5 or 15 extra moves. I have never heard of someone getting 17 extra moves before the level begins, but if you ever find out how, please post back here as I'd love to know myself.
