Since there is no timeline as to when the issue of the "win moves/extra moves wheel" will be fixed, do keep playing and make use of the other features, challenges or events made available to you for the time being.
If you got stuck at a level, you may want to seek help here or outside of this Community by watching videos tutorial by popular Youtubers such as Johnny Crush, who plays candy crush without any boosters or Suzy Fuller, who shared her audio talk through on certain levels. Even though, you may not get the same game board as the video but it will give you some insights of how the moves are made.

I understand that you all miss the free spin once and while in the Extra Moves Wheel.
The Extra Moves Wheel as all extra features or bonuses in the game may not always be available or can be found in the same version as previously.
Therefore you may not have the wheel available at times or no free spins are possible.

The extra spin feature is like any other bonus feature is not permanent feature. And like all other bonus features there is no guarantee it will always be available to you. These features are provided to some selected players. And also it may appear on different devices. I am also having it on my android and not having on my laptop.
Please also note that this may also be out due to some temporary problem and may return to you any time.
Please see the remarks from our CM about this issue.

The extra spin feature belongs to the test group so we can't say for sure you will always find this feature in your game. Sometimes such features may be missing in the game due to temporary problems and then it returns to the game normally.
