Yes, it seems impossible. The best I have achieved is 2 ninjas gone, and about 45% completion using all daily boosters plus 6 shovels. The solution seems to be to target the lower ninjas first, then use a log to position for the upper ones. However, just positioning the bull requires the use of most of the moves.

I have reached 1851 (PC), and it is brutal. Without purchasing any boosters other than shovels, I have not been able to achieve anything lower than 330 after about 50 plays. Not even half way there.
