Yes, I had to play an episode for the event to tell me that I could free a character at the end of the next episode. So, as @michimune says, you get the first reward after 30 levels.

Some of you have probably been around for a while. Last weekend's event was previously held as "Frosty Flurry Hurry" in 2021 and as "Ice Cream Cones" in 2022/2023. My comment was referring to the fact that the "Spring Race" event is the same event, just with a different theme.
