Why do the Treasure chests not open???

says i can buy the 60 bars in my piggy bank for 99 cents... when i click BUY the box comes up with $2.99 as the price..... i put my glasses on to make sure because i bought it yesterday and thought i had read it wrong but today same thing happened again... why the bait and switch??
2970 are there different versions?
i watched a video on how to pass this level and they show all kinds of stripe candies and boosters already on the board when the game starts... mine doesn't have any extra boosters unless i use them... and then i could only use one stripe booster at a time... are there different versions??... what's up with that??
