I just looked at your screenshot, and since you do not have any Lollipop Hammers available, there is another way.
Use the "Free Switch" and swap the Licorice and the Orange candy -- Then use the Color Bomb on the Orange Candy and the Jelly will be spread.
I just came up with these tips by looking at your game screenshot. If you do not want to use your available "in-game boosters", I can go back to the level and see if I can come up with any more tips.

It is a little tricky as that one single spot that you need to spread the Jelly is blocked with "Licorice".
So, what I would suggest you to do is create a "Fish" -- then use a Lollipop Hammer to blast the Licorice Blocker -- then use the "Turtle" on the candy in which you made the "Fish" -- through the Turtle, the Fish definitely will go and spread the Jelly in that one needed spot.
OR if you have created the Fish next to the Color Bomb, make the combo with both of them -- as you know, all the candy of that fish color will transform into Fish and do their job and will win the level for you 😃
