Swedish fish can be very helpful! If you have it as your Daily Bonus and combine it with CB you can come close. Also best what you can do is make a special candy wrapped or horizontally striped and combine it with a fish. You only concentrate on the row where the bears are, therefore fish with horizontally striped candy are the best. Like freddy_falkner said, it can take some attempts but I am sure you can win this!
