I believe the fish have a priority chain set for what they go to first. Not sure exactly what that chain is, but I do know they tend to go to licorice a lot more than where you want them to. It has been suggested before as an idea to allow players to choose where the fish go to.

Fishes is the most variable booster. They have priorities and at different levels they have different priorities. And these priorities at each specific level, you just need to understand and use these features of the fish to complete this level. I really like this booster, it is very useful in the game.
(But I'm not sure that the priorities are in some kind of constant chain. I think that at each particular level, the fish are simply given a top priority.)
