Not sure what is happening. I have been collecting and passing levels for this mischief season feature and saving my rewards for when I need them only to find that my rewards are being marked as "used". Again I had been saving them as needed but are not available. Why has every feature been so faulty?!
So frustrating to play this game this year

When you complete quests on one device you will see on another device (not the same one where you did the quests) that the rewards have been claimed.
You will also see a number next to the rewards to see how many rewards can still be claimed.
See the difference in my screenshots. (I play on 2 iPads but did the quests on 1 iPad)
