I don't believe this is random. After making purchases, in which one I never received, I stopped getting videos.

Im very sad to see the posts that say players don’t get videos to get boosters one you make a purchase. It seem that would discourage players from playing.

Please note that video ads feature is a bonus feature and not a purchased one. It is a still new and testing phase and therefore not available to all the players and on all the devices.
Infact all the bonus features are not permanent part of the game and may appear , disappear or simply be replaced time to time.
