There's only one place to do it but it works both ways, as soon as the account are linked through King.com the progress is synced on both Facebook and King.com.

If you play on the same device as someone else or vice versa, if the game session isn't closed down before someone logs in then there's a chance that the account progress gets merged, generally always to the one that on the highest level. Either that or someone is just playing your game.

That's always been the downside to playing through a browser where the game is not installed, nothing is stored locally and gets wiped when the game session is closed down, all but progress and gold as those sync to Facebook and Kingdom.
-
Your game might not have been fully connected if it failed to sync your progress when you completed those levels. Might be an idea to go through the suggested troubleshooting: https://care.king.com/en/candy-crush-saga/lost-your-connection-to-facebook-ios

Playing through Facebook I've not seen this in mine yet but will keep a look out. Is that where you're playing from as well?
-
No where near level 589 so can't check in mine to see if it's the same. When was the video posted that your watching by the way?
-
Who are you talking too? If you're playing on mobile then your card details will be stored in the store you used to download the app. If you want to remove them you need to access your store account as it's not stored in the games.

Flashing candies? Which level are they in exactly?

If you check on PC and go to King.com you'll be able to see where your progress was synced at, if it comes up as level one there as well then your game might not have ever been synced.

Connecting your game to either Facebook or Kingdom is all that you can do, some events don't always roll out to all players so you won't always get them.
