I know that in order to have a chance of playing them, you need to be either connected to FB or Kingdom. I think certain promotions though are limited to specific platforms and aren't available across them all.

Which boosters are locked exactly, the pre-game ones where you can select 1 of before starting a level or is it the in-game boosters?

The usual culprit in these levels is the candy bombs blowing up before the timer has run down, even if you've got the minimum score it will be counted as a fail if that happens. May want to check out some of the comments made on here: http://candycrush.wikia.com/wiki/Level_2135

Your progress is most likely fine, it's just that you can't link it to multiple accounts. If you log back into your old Facebook account you'll see your progress.
