I'd recommend connecting your game to Kingdom, I Had issues with requests on Facebook so was trying different things to fix it. And it worked!I received help pretty fast you don't have to be friends with someone who playing around the same level as you to receive/send lives and tickets!

Have you connected your game on mobile to Facebook? It should sync your progress when it's done normally.

Have you got the latest updates on your mobile? I remember having to wait at that 225 for an update with more levels, but that was quite some time ago! Is it any different if you play on Facebook or King?

Are you sure it's level 749? In order to pass level 749 you need to make and use 20 stripped candies and reach a minimum of 20,000 points for 1 star. If that target is not the same for you, make the most of the functionality of this site and post a screenshot in your question.

Do you have the Facebook App on your phone? If so make sure that it's logged in properly. When I had issues connecting that sorted it out for me, but I'm Android so it may be different.
