Hey Georgeta, It might be to do with the fact that Facebook has made some changes to their privacy policies and it's had an effect on the friends in game. All you need to do is go to settings and make sure to allow Pet Rescue to have access to your friend list. Don't be surprised if your friends don't come up straight away…

After some digging around it turns out iOS have yet to release the update with the new levels. Strange that your at level 350 though as it should only be playable up to 345, do you play on Facebook?

It's not a glitch, the only problem you have is that iOS have always been slow to release new levels. At the moment there are 360 levels which are up to date on Facebook and Android, which is why you can play the new levels on your Samsung whilst on your iPad you can only play up to level 345.
