Did the level completion triggered an episode race or it just made the game properly sync the last week's new levels (21846 - 21905). If it didn't trigger an Episode race then I will do this. Because I have a very high Race Streak count of 1200+

Rewards in Jurassic Journey are the same as the ones found in past expeditions (At least starting from Concert Chaos in terms of the Bronze, Silver and Gold chest rewards), however Free Switch has been replaced with another Lollipop Hammer.

For Color Bomb Series, pressing the back button of the physical software buttons (Android) or the Escape/Esc button (Keyboard) will close the popup without starting the race itself.

I agree with you. While boosters (Non-timed) are also technically saved server-side, they're only as such on Windows and online (Facebook) as on Mobile they're stored on app's data (Device Memory) and reinstalling the app or erasing data will erase the boosters. Timed boosters are always stored locally, however.

My avatar is stuck at 21846. What level should I play to see if it gets fixed. I played 21965, which partially behaved like a new level but the issue still remains. Should I pass 21846 again on the device where the issue exists? (Android Phone in this case). Otherwise, I can contact support for further check.

The new levels will properly sync across devices at least. That's what I've seen but on my side the past 60 levels are still failing to sync properly

You can use the Star Tournament to progress the new Season Pass. When I had it I was able to progress it within Star Tournament as I said before.
