Have you tried rebooting your app and phone? The game tends to be adaptive with each device and adjusts accordingly.

Hi there. A handful of levels have the start-up boosters as shown in your screenshot disabled on purpose, meaning you cannot use them. Usually these levels are easier, so you don't really need them.
