I think this is a new feature that came in with the "new Update" of the "Grass Weeds Blocker"!!
As per my experience, we will see these hints every time a new feature pops up as we level up. When I said "new feature" -- it is not an entire new feature like the "Grass Weed Blocker" but, the feature you have not seen in the past levels since the update!!
I have noticed it after last update! Hence, I am guessing it would be the same this time too for couple of weeks!! I don't think there is anything else we can do but just to click on OK or the X button!!
Very sorry for not being a big help! But, I will escalate this the Farm Community In-charge and ask if Studio can skip this feature! But, I can get back to you only after Monday as all the team members are out of office due to weekend!

I have noticed the same thing as @PummyRaj said.
Please note that the following comment is purely speculation by me and has not been confirmed by King games.
There would be a file somewhere in your game save data that lists which tutorials you have already viewed. I suspect that the update deletes this file and that is why we are seeing the tutorials again. Once that file is deleted it probably can not be restored. Which obviously means that we would all have to view the old tutorials again.
