Are you playing the game through Facebook? Or what type of device—iphone, Android, windows PC?
The first thing I would recommend trying is updating your game. The updates can contain the events and fixes to problems that may be preventing your quests from working properly.
Have you updated your game to the most recent version?
Updates come out fairly often. I play on iPhone. The latest version is 5.39.5, and was released to me only yesterday.
