Good evening @chrissy77 and welcome to the farm heroes community.
Usually you have to pass a certain amount of levels and reach a specific amount of bars to unlock the bank. Then once you have reached the amount, you would need to pay to access them.
Its the games way of giving you a special offer so that you buy them at a cheaper price than you would normally.
