Given that I've just gone back and completed it on first attempt at a three star score with no boosters, I guess I'd have to say the answer to your question is 'no'. Far from impossible.

Actually the most effective release is a double wrapped combo which, in the right place releases a horde of fish. When I completed the level I did so with 5 moves to spare so I'm afraid I can't support your view that it's impossible in the allotted moves.

Where the fish hit is random as it always has been. The level requires that you create enough fish to cancel the randomness out. You should be looking to use combos to create the fish wherever possible as this greatly increases the number released. A double wrapped candy combo on the bottom line is particularly effective.

It's not necessarily a glitch. The fact that it's a striped candy dispenser does not mean it will always and only dispense striped candies as you should know from previous experience elsewhere in the game. You don't need to make them go away. You need to make gaps in them, down which you can feed the ingredients. Striped candies and striped candy combos are absorbed by them so you will only remove the first in line that way. A 2 x colour bomb combination will however remove every one on the board. If you match across the bull thus B CCC or B C C C the bull travels at right angles to the match line so down in the first example, to the right in the second.
