The All Stars or any tournament really is there to make King money. Why would they stop people from spending money in-game? That's what it's all about.

What is your question? Only people reaching first place advanced. If you didn't reach first place in the second knockouts, you weren't eligible to advance to the final knockouts.

You can't earn money by just playing Candy Crush. If you're eligible and included, you can try to play in next years All Stars where, if you get to the finals, you can win some money. Best to read everything @christinewupp has written about her journey and preparation.
