Yes all levels are beatable if you pay: Usually if you have played it enough times you are offered +255 extra moves. Then this level will be beatable just by spending 10 gold bars. If you have run out of gold and do not want to spend money then you are out of options I am afraid. Check here:

This also happens on level 114. On level 114 the game will help players eventually to both drop and clear the dragon on that final move. Perhaps level 7039 can produce a similar miracle.
