Not sure but King don't place restrictions so if it's not allowing you to install then it's the Store or the device manufacturer you need to inquire with.

Those are Lucky Candies, if you need more info on boosters the best place is to look here: http://candycrush.wikia.com/wiki/Booster I think you can only select to use those before you go into a level if I'm not mistaken.

If you've hit minimum score the best thing to do is let the timer run down to 0 because if a candy bomb is about to blow before that happens, it's level failed.
