Do you mean the 'electric blocks' that put mesh onto everything? They can only be destroyed when they are free of mesh, so make a match beside them (or use a booster) to get the mesh off, then use a booster (from in the game if you cannot buy any) to destroy them. You can use line blasters or bombs. Here is an example of a Level with them in
