Pet Rescue how to beat level 1278

I get 8 pets all the time, I've used a lot of items and still only get 8 of the 9 pets, any ideas???  I've already cleaned my cache, undid the game and reloaded, I'm running windows 10 and using chrome...thanks!!

    I don't think troubleshooting will change the level for you, I don't think it's a bug but just that's it's pretty difficult to get the butterflies to activate and set the pets free. Have you looked at any videos for inspiration?
