Level 1453. I have either got to the 3 stars and half the pets rescued or end up screwed!! Help

Because I had unlimited play, I've played this level until completely frustrated. Points not a problem because 3 stars easy to get, however, only collect half the pets or end up no more play and 23 moves! This has happened several times. You tube shows not really any help just wonder how many times they played before passing. Any answers?????
