Cupcakes and Broccoli in petopia

At what level do you get these? I’m half through level 64 and it never taken that long to get all the gardens. Conscious I’ll probably stop getting building at either 65 or 75.

Is this a glitch? Just me?

I think it’s random. I got three broccoli at the very beginning of the game, and I only got a pineapple yesterday. Plenty of cupcakes, but just one strawberry. Oh, well.
