Hi Applelight, the strange problem you have could be because you moved the special building before you digged out the purple box. Purple treasure box generally come with special building and i did not see any around the box, but this is just a guess.
The other option you can try is to select other than Dig let the map selection change, play few times see if the purple box lights up.

I have since built and have two additional chests that will not open, both of them the one-item blue chests. I have a feeling this Petopia is not done fooling around.

I have received the Dig Up Treasure card an additional three times since my original post. However, the chest still refuses to light up.
