I have the same problem. Only 4 pets come down.
Please help....its too difficult to pass...only 4 pets keep coming down...the rest never seem to come down.
I think it has been reported to King and they are working on it

It says to collect 8 pets when, in fact, it only gives you 4 pets to save ??? there's no way of completing the level !! ... King / Admin can you sort this please. Many thanks in anticipation of your assistance. Merry Christmas !!

I think there must be a glitch with this Level. It will be reported and hopefully fixed soon!
Is anyone else having problems passing level 7080? This level is so frustrating cause it won't drop the pets! It will only drop 4 pets the most and it stops dropping them after 4. Again, I've wasted so many boosters for nothing.

Why, all of a sudden am I offered an extreme amount of extra moves when I don't pass a level? Is this just a way to get us to spend our gold bars? Having completed all levels and waiting patiently for every Tuesday to come around, I find it so frustrating to not be able to complete weekly challenges or monthly challenges because you can't progress. I'd be happy to have repeated challenges from earlier inthe game, where you can progress rather than none!
