The Pets appear once there is a locked block in their column. Many levels in the past have also required someting to happen before you'll see a Pet. Experiment a little and see what works.

When you do complete this level 7883 is worse than this one. Every week there are levels or a level that takes so many tries and/or many boosters to complete. It’s very discouraging!
