To pass level 6827 you need to carefully paint until you can join all of your yellow paint cans together.
It does depend a lot on where your yellow paint cans are positioned!
Sometimes in levels like this one it's good to start with infinite lives (earned in a bonus game) so you can just quit without even starting if the board does not look like it will work.
