Hey there. Hope you're doing well.
If you're referring to the Pet Requests, all you have to do is look closely at what they are thinking and you will notice that it also appears somewhere in your city (unless you still need to build it). For example, the milk cartons is for the Bar, meaning that this is where the pet wants to go. Simply tap on the pet and hold down then drag to drop them at the correct area. This interaction can also be one of the Weekly Quests.
