Level 3828

Can someone give me some tips to pass Level 3828? I've watched the video and tried to replicate what's done there, with no success. The red tiles seem to run out when I've removed 7 of 8 pets, so I doubt that using extra moves would help me complete this level.

Level 3828 has infinite moves, so you wouldn't need extra anyway.
The trick is to not use the wire cutters unless you need to (to save red blocks with mesh on them) and to wait until there is only a few Pets left before dropping the red balloon.
Also, later in the level, using the wire cutters can count as another move while you wait for more red blocks to fall!
