Save the candy balls (I assume you mean colour bombs) for as long as possible to ensure that they take as many candies as possible and don't waste them on single colours. Not all boosters are available in all levels. Coconut wheels are most often those that are not available in any particular level. They are never available in a jelly clearance level, for example.

Coconut wheels, in a word. No, wait, in two words. It is possible to beat the level without boosters at all but if you're fed up then tackling it without coconut wheels is just silly. There's a lot of ways to get some for free so there's really no reason to keep beating yourself!
