Level 5138 has 33 moves to destroy 20 bottles.

Level 5768 should HAVE 33 moves. If you have only 18 moves, this means you are in a testing group which has extremely less moves on every levels. You can destroy the bottles by lollipop hammers. I can give you many hammers if I am a member of your team😄
