Sometimes it does that because either there isn't an ad, or the test has finished which is really annoying. It does the same with events sometimes. As the ads are still in testing and still only within certain groups, they can start/end at any time but you are not guarenteed to always have them so that they can test on…

I know this is something that @PummyRaj has bought to our community managers attention before. Others have complained about the same. I will pass your feedback over for you. We do not know what they are thinking either.
