Candy Crush Saga Level 4197 is not an easy level, especially with only 14 moves!
I tried to concentrate on removing the column (of marshmallow, or whatever the white stuff is) on the left first.
Then I worked on creating special candies to swipe away the other obstacles.
There are two playthroughs of the level in my example below, I hope it helps?

Are you asking about Bubble witch 2 or 3? The aiming line is automatically in Bubble Witch 3, so I don't understand how you can upgrade?
