Make sure you check in the app store for the latest update. Old versions won't have all the available levels.

Been having this same problem as well. The progress bar for loading just hangs indefinitely at about 90 percent. I have tried removing the app from Facebook, clearing the cache, and then restarting the computer but it still won't load.

You need to go to Google play and update the Candy Crush Soda app. Once you do that the new levels will be unlocked.

Personally I believe it is impossible right now. Hopefully they will adjust the scores at some point.
