I had the same problem using my Android.  I switched to the computer and it worked correctly, and I passed it.  Hopefully they will fix the bug for others.

Same issue here ... I am running on version 1.92.0

Same problem on iPhone 6. Can't move frog onto LHS square so can't pass layer. Very frustrating
