I've been on this level for over 2 weeks and when I'm playing the game will just stop and say too bad, goals incomplete, try again, but yet I still have cards I could've played.
You have to get a blue card before you get the only gold card. If you get gold card first game is over and incomplete. See top row.
I don't play this game that much but you're obviously doing something different. I can only say to watch someone else try the level on youtube for example and see what you're doing different:
