Don't worry that's because the levels are released for the PC first and then they get converted and optimised for mobile and tablet and released. Hence the gap between between releases on different platforms.

Have you checked and made sure that your apps are up to date? If you've just upgraded to Win 10 then you might find that some of them will also need updating.

As long as you actively connected your game to either Facebook or Kingdom, your progress will be saved and synced to it. If you did, when you reconnect to that account in the game again from any device, the progress from the point where it was last synced will come up. King want to make fun games but like any business, they also need to make money. I don't see them changing their model and getting rid of lives any time soon personally.
