Levels that are in competition you might not have reached in game yet. Personally I like that idea, rather than limiting the players that have completed more levels -

I haven’t seen this style of competition before but I think it could be fun for every player. Even though it doesn’t promote purchases. You could have a gem/gold league that gives out better rewards -

An event where you compete to win 10,25, or 50 levels with the fewest number of tries. Have levels preselected and group 5-10 players into a group. You don’t have necessarily passed a level for it to…
