We don't have a support page for Bubble Witch and I hope the feature you mentioned above is an event/challenge.
Please refer to this page for more info. As mentioned by our Spinnifix, King will discontinue this game soon. Hope you will find a new King game that would interest you. You may explore other King's game here.

Both of those are at this stage only a test feature and are not rolled out to everyone so the studio will from time to time do a reshuffle so that other players also have a chance to test these features. Keep your eye out for more amazing features in the future 🌟🙂
