I got a new phone and when I logged back into my Facebook, I recovered my levels and gold, but none of my power ups. When you click a level and the 3 power up options show up, I had 99+ of them all and now I have none. Also it's acting like I'm new and giving me a tutorial at level 500+.

Yes unfortunately when you change devices boosters are not transferred as they are saved to the game and not the device
The tutorials will go its just because your device is knew at the moment 💓
