The lock is just for the boosters that appear later in the game. There's nothing wrong there.
In this level its just about getting to the bottom using as fewer moves as possible to get to the glass. See if you can pick up a strategy like this:

Some tips: First get rid of the flower pots and molehills by ending links of flowers next to them... do not let the molehills spread. look for opportunities to make super blooms for big blasts. Try to link flowers into the big bud of the same colour to reduce its number quickly. Hope it helps!
