How are 2 6's considered 2 pair? I thought we had to have 2 pairs of numbers. Am I not understang correctly?

That 2 6's is considered as 1 pair. My another 1 pair is 2 0's on level 80. I say 2 pairs because I have 2 screenshots with each contains 1 pair.
