This is a known issue. It's a matter of dispute whether this is a bug or intended by the game makers. You are supposed to remove the marmalade row by row, and avoid using color bombs (or combos) or setting off fish. You must feed the frog with candies until it glows, then click on it, then click on another place on the board, and the frog will jump there. To get three frogs, you will need to do it three times. My level 8096 doesn't have a frog. Does yours have one?

This is determined by the programming of each particular level. It can be once every move (rarely), once every two moves, once every three moves, etc. Once every three moves is the most common setup. Whether the stripe is horizontal or vertical, is down to luck.
