Looks like you are given a special version of this level. Mine still has 33 moves (and a bit thicker toffees and frosting). I now get the standard candy necklace (5 levels, 1 color bomb) too. I used to have a candy necklace with two color bombs for some time, and I found that an extra color bomb matters a lot. It is worth completing another level to obtain it, in my opinion.

The main thing to remember is that the mixer produces licorice you need to complete the level, so you must not destroy it too early. The trick is to use your frog to hit the skulls. The quickest way to feed it is to match the color bomb with the color of the frog.
